Haiti’s Transitional Presidential Council (CPT) has condemned the Dominican Republic’s mass deportation of Haitian migrants, citing severe violations of human rights. The council’s statement, issued after internal discussions, comes in response to a large-scale repatriation operation launched by Dominican President Luis Abinader on October 3.
The operation aims to deport up to 10,000 Haitians weekly, with a total target of 500,000. The CPT expressed deep concern over the treatment of deportees, highlighting abuses such as nighttime expulsions, confiscation of identification documents, and the deportation of unaccompanied minors. Violations of the 1999 Repatriation Protocol, which outlines the conditions under which repatriations can occur, were also reported.
In addition, the council called attention to the broader humanitarian impact, as many deported individuals, some of whom have lived in the Dominican Republic for years, are left without resources or shelter upon their return to Haiti. The CPT urged international intervention and reaffirmed the need for diplomatic dialogue between the two nations to prevent further escalation.
